This depends entirely on what is being built. Larger new build projects (such as houses) will require full planning permissions, but for smaller new build projects (such as a new build garage for instance) might not necessarily, although Building Regulations approval would be needed if it is to attach to an existing structure (such as a house), or if the garage is to be used for habitable use.
