This will be assessed on a case by case basis dependant on what is being built. For a completely new house, then yes.  For a new garage, dependant on the intended use, not necessarily. Some bespoke build projects may require full planning permission, some may need Building Regulation approval, and some may not require anything.  We will be able to better answer this once we understand the build requirements.
